Record Turnout, But Most Local Incumbents Retain
Skartados may have lone upset

In a day of sweeping change at the national level, local voters saw record turnout but few surprises on Election Day on Nov. 4, with most local incumbents retaining their seats. The one surprise may have come in the 100th state Assembly district, where Democratic challenger Frank Skartados looks to have defeated incumbent Republican Thomas Kirwan, a retired New York State Police lieutenant.
